CRM Professional to advise and impliment improved data collection and optimisation

We have a database of over 15,000 people.
We need an expert to help:
Analyse how we currently collect customer information. What we collect, how we collect, how we use it. We require specific recommendations in the form of a full report on how to do this better that will deliver immediate improvements in ROI and then the selected candidate to impliment these changes for us or liase with our web developer to get them done.
We use mailchimp as our emailer service and as part of this will need to optimise our data lists that are currently set up. So knowledge of mailchimp is preferrable and please state in your application if you have this.
Moving beyond this we may look to building a more sophisticated CRM programme, dependent on how good the selected candidate is and their recommendations on how they can help the business. This would be a separate and possibly on going project.
