The work that a good PPC Manager does should, over time, bring measurable benefits that exceed the person's fee. This is the standard I hold myself to with any account on which I work. When managing campaigns, I emphasize bringing you more conversions, at a lower price. I constantly optimize and test: even when a campaign is doing great, you never know what you might learn by pushing further.
My experience is extensive: I've successfully managed PPC programs with monthly spend ranging from under $1,000 to close to $45,000. -Through testing, achieved ad-level CTRs as high as 6.56% (average 3.22%) for a small chain of extended stay hotels. These results are for non-branded keywords. My copy for the company name itself gets CTRs that are much, much higher.
